IMO it's propaganda of the benign variety, analogous to our own VOA, although RT's parent organization, RIA Novosti, does have a shady history as part of the Soviet apparatus.

Given that everyone already thinks that it's a mouthpiece for shady people behind the Russian government, I don't see why it matters. Conspiracies only matter if they work in the first place. The problem with Fox News is that they have an army of fanboys who are convinced that the network is there to inform them. RT isn't important enough for that. TYT wants to believe it has its own cult, but it doesn't.
