So whenever I listen to music on my laptop or cell phone I always get a little noise. I assume from the internal components, radio, etc. I have a little volume actuator between my ear buds and the laptop/cell phone and that seems to eliminate some of the problem but when I listen to quieter music I can still hear the noise. Is this why people buy headphone amplifiers? Recommendations? Anyone use them? Would the amplifier "clean" the signal? I'm not an expert on amplifiers so any help would be appreciated! Thanks!

yeah, noise will be from "loud" electronic components on the logic board. To clean up the audio, you can get a noise filter, but honestly, a laptop/cell phone isn't going to produce the most perfect audio.
