This semester is on the way but I'd like to find possibility to transfer into NCSU from another school. I contacted department secretary but she just told me to follow regular application procedure. Is there any quicker way? Thanks for ur advice first.

The quickest way is the only way. Fill out the paperwork do what you were told to do

Apply officially, but to take classes this semester you may have to also apply as a non-degree student. They may limit the number of hours you can take in that status and you won't be eligible for financial aid, but it at least gets you into the other school. You may also have trouble getting into the classes you need though.

I'd pursue non-degree student status. It took me less than a week to get in with that last summer but I was capped at 8 hours.If you can do that this fall and submit a standard tranfer application in the next couple of months then you should be in by spring semester.
