Yes. This is due to the rush of some people trying to get in a large number of remaining courses last minute style.

I would say yes (for lower level classes) because most of the incoming freshman won't register for the fall until they come for orientation in June or July, leaving many seats open in the basic humanities. This likely won't apply to upper level classes, unless there are a lot of transfer students coming in.
