I think it's because he isn't on the team the whole season. The league minimum is pro-rated into the number of games you're on the team.

i wonder what it would be like if congress set a limit on pro sporting event ticket prices which would force teams do lottory select people to buy tickets. the top fans would campout to pay a low price to get in and players would make a lot less but they'd be doing more of a service to the community instead of raping poor people who pay lebron half their paycheck to let their kids watch him play a game.
