I've always been able to run downloads at decent speeds. I usually get 70-200k on a torrent with a lot of speeds, and that drops down to 20-30k if I'm running multiple torrents. Lately, I can run 1 torrent with mild success. For the first 2-3% it runs fine, with speeds approaching 100k. After that, it drops down to below 1k or completely stops. If I try to run more then 1 then 1 torrent with be below 1k and the rest don't even start, even though there are 800-1000 seeds. If I stop the 1 torrent and restart it, it returns to almost 100k for a couple % and then stops again. So basically every torrent I download I have to keep starting and stopping.Anyone else have this problem? It's the same for each torrent program I use (bittorrent, utorrent, etc). I have TWC RR cable.

One of my coworkers ran into this issue and said that he uses peerguardian to anonymize the traffic and it helped improve the speed
