Is web-based seeding the best option for assuring optimal speed for subsequent users? Is there any other way to have a dedicated seed?

I want to be able to have a torrent readily available from the outset (from my server), for about a week or so, then let it's popularity carry it.

Also, how do you become a tracker? Is that worth pursuing?
