I'm looking at buying a '93 Blazer. It has 215k miles on it, and the guy says it runs fine. According to him, the only issue is that the digital screen is out more than it is on (i guess there is an electrical short in it somewhere). He is asking $925 for it. I'm just looking for a beater truck with a tow package to pull my boat to the lake with, so I dont need something nice.

My question is, do you have to have that digital gauge with speedometer and stuff to pass inspection? I have a garmin that would tell me how fast I'm going/how many miles I have driven so Id know about how much gas was in it...what do you guys think?

You can send the cluster out to a guy on ebay and he will fix it for like $40 or something. Search over on s-series.org its a very common issue.
