1. Copy the existing polling code over and generalize it for multiple simultaneous "polls"2. Create a referendum page which lists active and past "polls" from above3. Add two actions for referendums, to assign and revoke authority, with a variable for indicating the subforum4. Add a termination condition for a poll, terminating when at least some percent of the active registered users over some period of time have voted on the poll. (e.g. 10% of the active userbase over the last 2 weeks must vote on a poll for it to be final and actionable).5. Add automatic handling of referendum actions with a delay to allow for prevention of fraud such as session cookie theft and xmlhttp voting callbacks.This would allow TWW users to democratically remove inactive moderators and select currently active users. This would also allow TWW users to provide feedback leading up to the removal of abusive moderators without fear of retribution. i'm open to the idea of a more participatory method of selecting moderators. i'm not sure the poll system is the right way to handle it though. i'm really digging a lot of the community features of stackoverflow.com, especially their use of uservoice.com. of course those are a couple generations ahead of tww's community model and i'm not sure tww is ready to have such drastic changes thrust upon them. and anyways, i think it's pretty clear that none of this will happen until ownership changes are made]
