Has anyone ever run into this? I just talked to the guy on the phone and I'm clearly going to fail the inspection. Does anyone know anything I can do to get around stuff like this. (might be a dumb question since it's HI but... flame away)

What do you think you'll fail on? Bumper height? Something about the way the lift was done?

I called and the guy on the phone listed Mud flaps that extend the width of the tire and down half the height of the tire (-1); Tire alignment (okay that prolly needs doing anyway, and I should pass that part) and Fenders that cover all parts of the tire that touch the ground (-1)So I'm gonna fail it. and fender flairs cost like $200 a shot.
