I'm pretty sure something risque/generically offensive you don't get in trouble, it just gets pulled. Kind of like how evan had 2GRL1CUP for a while until it was revoked. The person working there who let something get past, if obvious, might get yelled at, but then again it's the DMV. If it's overtly racist, and it makes the news, you might have the NAACP/ACLU at your door though.
