looking for a cheap desktop (under $200) or laptop (under $400)
has to be at least P3 1.7Ghz

I have an older Gateway desktop here, P4 1.5GHz with 256MB ram . . . . I've been using it as web browsing machine for my work area. $40 and its yours, its clean and runs well.
