12 cents is still cheap in Venezuela (obviously not as cheap as it is here, though), but the key thing to know about Venezuela is that it's under Socialist rule by Hugo Chavez which highly subsidizes the gas. Also, they have huge natural oil reserves themselves, which apparently is 1/3 of their entire GDP

Venezuela and Iran keep their prices artificially low through heavy government subsidies. Iran in particular is a bizarre case because they have to actually import gasoline due to the low prices and are suffering chronic fuel shortages; they had to even ration gas at one point. Iran is actually burning a huge chunk of its oil profits to keep the price low and supply reasonable.

another thing about the list i noticed is that in developed countries where gas is expensive they have really advanced public transportation systems.
