they're probably not home and a lot of owners leave their dog out all the time (for houses).for apartments/townhouses the owner doesn't typically know the dog is parking that much if it's inside.not excusing it, I would talk to them and let them beware of the problem and just how bad it is.[Edited on April 15, 2008 at 11:05 PM. My upstairs neighbors are constantly noisyI suspect there is some decibel limit to the noise your neighbors can make before you can call the copsNot sure where to find that info though

Talk to them, tell them that their dog is loud all the time (sometimes they don't know this if they're away for both inside and outside dogs), threaten to complain if they act like they don't give a shit.[Edited on April 15, 2008 at 11:11 PM. Reason : .]

If your comfortable talking with them, then go talk to the neighbor about it. Is this at an apartment complex or townhouses or regular houses?

it's a regular house... and it's actually the street behind mine, but we are separated by a fence and a small treeline. i have no idea who the owners are. i'm sorta sketched out actually.
