My headlight strobes aren't very noticeable in the daytime, and are so-so at night. I set them near the front of the headlight, close to the lens; would moving it closer to the reflector make it look brighter?

Please no comments on their legality, I only use them on private property. That's my story and I'm stickin' to it.

Currently they're powered by a cigarette lighter plug (the lazy solution). How would I deliver more power, solder the wires directly to the battery terminals? Or wire it to a high-amp fuse in the fuse box? I would think higher amperage would yield higher wattage, since the voltage stays the same (power=current x voltage).

higher amp fuse doesn't push more amperage through the system.
you need more voltage... it is possible that there is a resistor somewhere in the cigarette lighter plug thats holding back their voltage. if you could hot wire around that they would be brighter but then you have the fire hazard of actually pushing decent amperage through a thin ass lighter plug cable

A fuse will do nothing at all. A fuse does nothing but blow if the current demand is too high, it is not a limiting device in this type of application. There is nothing being changed to require more current, so it will do nothing.

If you just change the fuse:
The current demand has not changed
The supplied current has not changed
Nothing will change.

Going directly to the battery will do nothing:
The bulbs are not changing their load on the system, just drawing from a different place.

You would need to:
A. A higher voltage power supply
B. A higher rated fuse
C. A new system, because you will burn up the current one.

Sorry, I forgot to mention that when you wire it into the constant source the ground needs to go to a relay operating on a + ground system connected to the - and + terminals of a 6 volt battery. Again, don't use any fuses, they are bad for cars.
