Connect directly to modem, reset, report back. If its fast then then router is the problem. I'll post more when I'm at the computer, too much typing on phone

Time Warner sometimes has (very) slow DNS lookups. I switched mine to 4.2.2.2 and 4.2.2.3

What applications are you running.They do throttle some protocols, and they have admitted to lowering priority on certain traffic.

I'll save you the trouble.It's a Leopard issue w/ DNS.
