^ no, because no one party could rule on its own. If furries decided to ban all non-furry sex, they'd have to get past the 90% of the population who thinks they're, um, wierd. So, they would either a) be shot down, or b) have to form a coalition of the fuzzy to succeed.

The effect is largely the same, the difference is that each party has to be more responsive to the needs of its members in order to retain what power it has.
