^^ They might actually be men- some of them at least. That's probably a staged photo where the point was the ridiculousness of taking pictures of people completely covered in burkas. If you look at the people in the background, it's pretty clear that the fully covered women and the man taking the photo are out of place. You can see the woman at the table behind them and the touristy people pushing the stroller look like southern European tourists.

^^^ If you're just looking at the color of their skin, sure... but I was looking at the sign in the back left that said "Cafe" with an accent aigu over the "e." That had me thinking france or italy. Sure it could be there just to look fancy, but there doesn't seem to be any other writing on or around the sign.
