It's done this way in NY too.

It's not that big of a deal though, you can still drive with the temporary license and use it to buy beer.

Not really, they still have to have the same amount of people to do the testing (signs, vision, driving, etc). In addition, now they will have to issue both temporary and then have an additional location/staff for the permenant id's and to perform the extra background checks. Oh and there gonna have to mail them all out.
