Someone tell me I didn't make that up. Isn't there an old Wilmington city ordinance that says it's ok to beat your wife in front of the courthouse on Sunday?

yeah, as long as the stick is no thicker than your thumb (or some other finger, but I'm pretty sure its the thumb) you can beat your wife with said stick on the courthouse steps on Sundays
