Have quite a few development and design projects need to be done,

This is what I need:

-Looking for some websites to be re-designed and a CMS to be put in place
-Looking for some web tools to be developed
-php, html, mysql backgrounds would be great
-some seo background would be a great bonus too

you would have better luck using Odesk or some other freelancer website out there.

I highly recommend Odesk though.
