Not too sure how to describe the problem but I was hoping I could get someone knowledgeable on the phone. Anyone know who could walk me through this step by step?From what I can tell, I have several times set the password for myself (admin) and rebooted, and it fails to ask for a password.

so you've tried the standard stuff?control panel>classic view>users>add password?

So have you confirmed that the password is blank or is Windows automatically logging you in when you boot the problem? Just setting a user password doesn't guarantee that the system will stop auto logging you in.What happens when you simply log off (as opposed to shutting down) and try to log back on once you get to the user login screen. Does it require your password? If so then you are probably being automatically logged on at boot.If the system is auto-logging you in then there are a few things you can do. I'd download tweak UI for Windows XP (free).Install it - it will appear in the Start menu. Open the program.
