Call me stupid, but if it's a plan for the states, then shouldn't it be UP TO INDIVIDUAL STATES to decide on and pay for it? you don't get it, do you? The state never touches the money that it's CITIZENS PAY TO THE FEDERAL GOV'T in taxes. There is no "cutting back in the program and using the money elsewhere." If the citizens of a state don't like SCHIP, too bad, they have to pay for it anyway. And if a state decided not to accept the SCHIP money, then its citizens just got fleeced.
