I had the same problem last year with my previous car. Some jackass damaged the hood and i got the plate, description of the truck etc....When the police officer got back to me he said that the plate I gave him didn't match the description of the pick-up truck and belonged to a semi-truck which I knew was complete bullshit. I found a site online and looked up the info myself, not only did I find the bastard, but I got his VIN number, address, description of the truck and so on.Don't depend on the police to do anything unless it involves giving you a ticket. They lie for a living.but to answer your question, no its not free...

if you have the name, you could try looking at property records. Start with wake county (if it happened here) and branch out.Wake county won't tell you the address if they only have a car, but if they own a home you can get it that way.[Edited on September 16, 2007 at 2:49 PM. Reason : ]

You can look up voter registrations to get an address.Assuming this fine upstanding citizen A)live in Wake county B) bothers to vote.[Edited on September 16, 2007 at 3:15 PM. Reason : http://msweb03.co.wake.nc.us/bordelec/Waves/WavesSearch.asp]
