I'm trying to get into an English class that has 17 seats open, but you need departmental approval for all of them. Do I need to get the head of the department to approve me, or will anyone in the Eng department (like the professor) get me in?

you will need to start with the professor. s/he can ask the departmental secretary to put you in the course or give you a schedule revision form to bring to us at RegRec.
