i've never really seen this...

i've heard this analysis before but never heard a top state official spell it out like this after the first Gulf War

dude, HE KNEW THESE THINGS, this kind of analysis before going in

I wondered the same thing, and I am going to copy/paste an explanation someone that knows more than me came up with, that at least points to possible clues:

Maybe it's nothing more than the desire for power.

And so they say whatever and promise whatever to get to that power, and once they get it, forget everything they said beforehand.

The optimistic part of me hopes that his change in opinion was a result of world events and the changing global stage...

but the realistic part of me says that in both cases he was just spinning rationalizations for the decisions of his boss.

because Dick Cheney never wanted to go to war with Iraq, it was only after he realized that GWB was for it that he grudgingly accept the unpleasant task of administration apologist.

yeah.

i can totally see it.

never mind all that PNAC stuff Cheney became involved in the late 90's while CEO of Haliburton. thats totally coincidental and irrelevant.
