I'm looking to buy a used car this weekend (in VA). Ive never done this before and im sure some of you have, so I was wondering if anyone could answer the following;

1- Does VA require notaries on titles?
2- How do I get a car registered during the week ends?
3- Is it worth getting a title/registration transferred to NC? Would I save $$ on property tax, and could I be exempt from state inspection?

2. you can't

3. you'll have to title and register it in nc unless you have a va address/license or title it in the name of somone that does.

There are other ways of getting it to NC legally than registering it in NC...

so how do i bring it home? will it be enough to have proof of insurance and the original owners' plate?

yes, proof of insurance in your name for that vehicle. you can get transport tags from the dmv, but i wouldn't worry about it. whenever i've done this, i just carry my insurance info and the title.

the current owner's tag is also good if they'll let you do that. just don't use some random tag from another vehicle, that's worse than no tag at all.
