so what do you do if a pipe in your house springs a leak flooding the downstairs of your townhouse and no emergency plumbers will pick up their phone or the numbers or outdated or just won't come. the city won't come and turn the water off, and your landlord's emergency line wont answer either?

my landlord also made that impossible due to some weird rig that combines my sink and dishwasher and a long ass cabinet.

start taking pictures and documenting everything, while you're helpless like this.

You should still have access to some kind of cut off

is there a water meter?
is there a main valve that feeds into your town home?

etc

if you dont know where the water cutoff for your townhouse is you can go outside and cut it off at the meter. you can probably turn it by hand, but you may need a pair of pliers. (i doubt its old enough that it wont budge without a water key)
