I know that they register the ships in other countries to avoid U.S. Labor laws.As far as drinking, gambling, and other stuff like that it is up to the cruise line.

Well the problem is that no governing body really wants to deal with incidents that happen in international waterways.Which is the reason cruises are remarkably dangerous and have high frequency for crimes like rape.
