well without the OS its not a stretch.

You can build a new system with those specs without os for about $230

Ill talk to the boss man Im pretty sure they bought some other stuff from you back when the other guy worked here. Ill be forced to put windows 98 on it, dont ask, but should be a nice upgrade from the like 400Mhz machines here haha
