the structure is already there to keep people from posting in certain boards (i.e. premium palace, old school) so give mods the power to do board suspensions in addition to site suspensions

why? if they're being an asshole, just suspend them from the entire site

if they get booted off one board they will just go to others and continue to do the same thing
