First round picks do get guaranteed 2-year contracts. Team has option to pick-up 3rd year, which most teams do if the player is a decent contributor (3rd year options are typically lower than what the players could get as free agents). In the former CBA, first rounders got guaranteed 3 year deals, so a slight change to allow teams to get off the hook one year earlier for bad picks. Hodge isn't necessarily gone after this year, it just means the nuggets didn't see enough from him last season to go ahead and sign him for year 3.
