Ok, I thought, this was kinda cute. So, the murder rate in Philadelphia is so high, the city has called a state of emergency on the streets. Others included policing more aggressively to recover illegal weapons and encouraging experienced officers to postpone retirement.Saying he was angered and sorrowed by the escalating violence, the former 15-year city councilman also sharply criticized Street for failing to create a sense of urgency to stop the killings and for providing little of what Nutter saw as long-lasting, comprehensive solutions.I like the democratic solution, so much. GRRRRRRRRRRUnder the city code, the mayor can declare a state of emergency if he or she finds any part of the city is "in imminent danger of suffering civil disturbance, disorder, riot or other occurrence" that may harm residents.

it totally depends on how they use it. if they use it to keep the murder rate down, i'd have no [huge] problem with it. if they use it like raleigh uses its broadly defined powers, then hell no.ps - i'm not trying to single raleigh out. i'm sure there are more towns that do this, i just have not lived in one yet]

One of the other nice things about declaring a state of emergency is that you can mobilize the National Guard, which you can then use to patrol in addition to the police. (Short-term at least) I'd assume that's what the real reason would be to do so, and it certainly makes sense given the situation. when you say trashiest it is pretty literal. i drove in last time from the wilmington side and that place is nasty too. on the freeway from wilmington to philly there are no guard walls covering up the ghettos that line the highway as far as you can see on both sides, graffiti all over all the overpassses and both of the shoulders are literally covered in trashdo they even clean up in that area?

^^bronx maybe with the graffiti and some trash but not nearly as much of either. those are secluded ghettos you don't really see. there is nowhere else ive been where they cant clean the highwaysthe place im talking about is in the metro area. i know there are nice parts but that was the nastiest nasty part ive ever seen. im talking about the deleware expressway highway 95 which goes from wilmington through chester into south philly. that whole area is a dump.i love the federal area where the pizza shops and famous genos and pats of steak sandwiches are. its ghetto but not bad.[Edited on October 7, 2006 at 11:05 PM.
