id just like to point out jerrygarcia's blatent use of hyperbole with a failure to understand the processif the fed govt wants to spend money for a celebration on the iraq war or afghanistanthe money has to be appropriated by congress beforehand, it's not like bush just cuts a check the day before and gives it to an event plannerso they probably threw this in to one of the defense appropriation bills or maybe another (interior?) appropriations bill, with the idea that if the money wasn't needed quite yet, they would just strip it out in conference at the end of the year. or in this case, they created a condition in the bill language that allowed for it to not be disbursed as long as the "mission accomplished" goal has not been yet met.i raise the point not as a supporter of the war necessarily, but to correct people's understanding of the process.
