Traditionally, the opposing party of a President in the middle of his 2nd term makes significant gains in Congress, although this wasn't the case in '98.I have a feeling the Dems will try to use Bush in the same way that the GOP tried to tie every Dem to Clinton. If the Dems can put together a viable and unified platform that doesn't tow their usual bush is evil/liar/satan rhetoric, they could make some real noise in November.
