LOTS of the national debt is held foreign. It's quite common for main banks of countries to hold 30 year reserve notes and whatnot. The money being held domestically is the rich people and the powerful banks lending money to the government. Greater debt helps rich people greatly b/c of more competition for loans thus great rates and such. It does kind of make sense that republicans want to increase it.
