Could we offer a program to grant a pardon to prisoners if they agreed to "tracking devices"(implants of some sort) and would be delivered to Mexico and not reenter the US as a condition of release?

Sort of like how Australia was a dropoff for some country's unwanted populace.

The amount of money this would free up would be insane. Basically trade workers(illegals at this point) for inmates.
