I've seen this problem before, but it went away on it's own before I could find a solution. I know that somewhere in the bowels of the computer is a records if USB devices that have been used on the given machine. I would think that clearing the record of the offending device might solve the problem since the computer will assume that it's a new device and will treat it as such. I've done somethign similar to this before, but i can't remember the details off the top of my head. Try some google searching and see what comes up.

if it came with it's own software and you used it, uninstall it
if it came with it's ownsoftware and you didn't use it, use it

what sort of data (if any) do you have stored on this drive?

try plugging it into a usb 1.1 hub (if you can find one) and see what happens. windows still seems like it doesn't completely agree with 2.0 for some reason

Uninstall and reinstall your USB drivers.

If it's XP, with the flash drive inserted, right click on "My Computer", go to the menu item "Manage", then under "Storage", "Disk Management". See if there is a volume that doesn't have a drive letter. If there is, right click it and assign it a free one. Unless you're dual booting something else, there shouldn't be any.
