12 pages...I'll summarize/paraphrase and throw a few quotes in here and there.-Article is about a guy from Biopreparat, former Soviet bioweapons program.-Article discusses possibility of other "hostile" nations doing what the Soviets did. Lots of manpower, little technology, and they made it happen.-Nobody is quite sure what did or didn't happen at Biopreparat. Article mentioned even "theoretical" attacks discussed at Biopreparat may or may not have been developed for actual use.
