^^ Regardless of whether it's voluntary, it's a state run program to get money for the state. Just because it's voluntary doesn't mean it isn't a tax. A piss poor one at that, with a third or less of the money actually ending up going to state programs. It's a tax for legislators who are too pussy to levy a tax.

Just go to Gasburg, VA the next time the lottery gets really high. It's insane. There will be lines of people buying 50+ tickets in ragged clothes driving ragged cars. Meanwhile, I stop in and buy 1-5 tickets and feel like I'm wasting my money.I worked with some older guys when I was in college that would drive to VA every week to buy tickets. These guys were probably pulling in $300 - $child support every week and they were spending almost every dime on cigarrettes and lottery tickets. They actually thought of it as a retirement/investing plan. It's very sad.I'm still in favor of it though. Just because some people can't handle it doesn't mean that the rest of us shouldn't be allowed to participate.
