I am letting a friend use my WAN connection, but I think he's taking up too much of my bandwidth. How do I limit his bandwidth? I have a DLink DI-524, and their online setup definitely isn't as good as the LinkSys I used to have.

it's simple: when your roommate is overloading your upstream twc cable bandwidth you unplug him.

lock him out of the wireless router.

Unless the Dlink offers max bandwidth options you're SOL and you need to tell him to curb his shit.
