as long as it doesn't affect the driving view it will pass. example. bottom or very top of windshield. inspections are the same price no matter where you go.

A cracked windshield will not cause you to fail inspection. Like everyone else said, it's gonna cost the same no matter where you go, since the state sets the maximum amount. No shop is going to charge less than what they can.

Your wipers have to work for inspection. If you don't have a windshield, then the wipers would not work propperly, and you would not pass inspection.
