as long as it doesn't affect the driving view it will pass.

example. bottom or very top of windshield. inspections are the same price no matter where you go.

The price of inspection is not a flat fee. The price is mandated by the critera necessary to be inspected. This is based upon the county in which the vehicle is registered. Some counties require only a safety inspection (no emissions). This inspection is much less expensive (<= $15). You can get the vehicle inspected in any county, even if it's not registered in that county, and you'll still only be charged the fees applicable to your vehicle. The price is controlled and will be consistent regardless of the shop you take it to (assuming said shop is not dishonest/shady).

As of Jan 1, 2006, if you are driving a vehicle made in 1996 or earlier (10 or more years old), even if you are registered in a county which requires emissions testing, you are exempt from the emissions test and therefore only required to pay for and pass a safety inspection.

As far as whether or not your car will pass with a cracked windshield, it depends upon the severity of the crack. The criteria for failure is if the crack(s) hinder the vision of the driver. If the crack(s) are minor and don't affect your field of vision, you'll more than likely pass, even if they extend the length of the windshield.

A cracked windshield will not cause you to fail inspection. Like everyone else said, it's gonna cost the same no matter where you go, since the state sets the maximum amount. No shop is going to charge less than what they can.

Hope its because of the sniffer, because most likely they will need to keep doing the visual inspection for smog equipment.

Your wipers have to work for inspection. If you don't have a windshield, then the wipers would not work propperly, and you would not pass inspection.
