sometimes can you just not upgrade?i have a dell inspiron 2650 thats over three years old 1.7ghz 384 mb of ram(i have a 128, and 256)the type of ram has to be -144-pin SODIMM-32x64-133 MHzi mean they make half gig and gig sticks of ram, why not for this one

Older RAM is more expensive to make than newer RAM because it is not in demand as much and the manufacturering processes are less efficient than they are for newer RAM. That said, you need to make sure you find out how much more RAM your chipset supports, because if you add more RAM than it can cache it will actually make the computer SLOWER not faster.

Chipsets are soldered into the motherboard. You cannot replace them. To get a new chipset, you would have to get a new motherboard, and since you sad this was a laptop that would mean getting a new laptop. Your only choice is to figure out how much RAM your chipset can cache/handle and go from there.
