No, "makes" would give it syntax. If you issued a command "Cedric, make Headline", that would also be correct. But it's a personal statement, and lacks a predicate due to the the incorrect tense of the word "make" being used.

At the risk of gaying up this thread even more, "syntax" doesn't mean "gramattical." It simply means that something has a structure, correct or not. Not knowing this makes you "ignorant."
