How about "To be able to vote one must serve their country for 1 year in either military forces or governmental agency."This could be done by weekends training and serving or holding a non political govenment job that betters the community. Also providing a service that betters the nation as a whole could be accepted. That's very broad but I believe Italy actually requires all men to serve for 1 year in the military. I don't know for sure though.

there are a number of countries that has manditory military service for all men. Korea and Sweeden come to mind, I'm fairly sure they do.
