specifically a rifle that will shoot 28s

From what I know about it, so long as you are both residents of the same state, and the transfer takes place in that state, then you are fine. What will need to happen is the recipient will maybe need to register the gun, call the sheriff to find out about that, don't know if rifles are required to be registered here or not, my initial feeling would be not.

you dont need to do anything for rifles.

you might want to both sign a bill of sale just in case whoever you are giving it to shoots someone, you'll have proof that it has been sold.

ImYoPusha is right, you don't need anything for long guns.

For pistols, you might need a pistol purchase permit. I'm not sure if this is required for gifts or just for sales.

I think Durham County is the only place in NC where you have to register handguns.

Do you mean a 28 gauge shotgun?
