My philosophy teacher gave us a paper topic today to write and it's due on the date of our final exam. Can he do that? Make a paper due the same day as the final?

yes, he cannot assign a paper during dead week. besides you have at least 3 weeks to do it, while it sucks, it can easily be done. Is he replacing the final with the paper? that would be even better.

As long as he can have everything graded in time to submit the grades, I don't know of any stipulations that you must know all of your other grades before you take the final.

i believe its the case that you can do almost anything during deadweek, as long as you assigned it in advance... you just can't do any pop papers, projects, or tests (although quizes are fine i think) during the week. even when professors do a pop test, quiz, paper, or project (all of which ive experienced in deadweek) unless someone complains to the higher ups and risks putting themselves in the bad graces of the professor, then nothing will be done. very few professors seem to take the dead week rule seriously, and the ones who do follow it seem to do it more by chance. some professors have even admitted to not being aware of the rule. my advice is suck it up, sometimes an unfair option is still the best available.

^That's my same understanding...they can tell you during a 6 PM class next Tuesday night about a new project due before finals and they still aren't technically breaking the dead week rule.In my experience, most profs don't want any more to worry about than grading finals and stuff already assigned.
