Seattle city law is set up so that minor drug related crimes are the lowest priority. If the cop can be doing anything else they can't bust you for smoking. It's not like making it legal, but it might as well be. I remember numerous times seeing people smoking up in public at Pike's Place Market or in Belltown when walking around.
