it's easy for him to do this now...Brown's already resigned, which officially makes him the scapegoat, so any time anyone brings up something against Bush then people will just deflect it to Brown...funny thing is that if Bush had had this "the buck stops here" mentality his entire presidency he'd be one of the most popular presidents ever right now, and Katrina wouldn't have been a problem for him
