Where do you think all the people that evacuated before the storm went to?

They sure as shit weren't all headed for the astrodome. I'd wager that most of of the folks who had the good sense to get out of Katrina's way are probably staying with friends or relatives out of town right now. That's probably where a goodly portion of those who didn't will end up before too long as well.
